The Economic Mobility Pathways Pilot (EMPP) helps skilled refugees and displaced individuals immigrate to Canada through existing economic immigration programs. This initiative provides an opportunity for those with in-demand skills to apply for Canadian permanent residence while addressing Canada’s labour market needs.

How to Apply for the Economic Mobility Pathways Pilot (EMPP)?
There are two ways to apply for the EMPP:
- Regional EMPP, where individuals can apply through one of the following selected economic programs:
- Federal EMPP, where individuals can apply directly through the program under one of the following streams:
- Job Offer; or,
- No Job Offer.
Who Can Apply for the EMPP?
The EMPP is designed for skilled refugees and displaced individuals living outside of Canada. To apply, they must meet the eligibility criteria based on whether they are applying under the regional or federal streams, and must not be inadmissible to Canada.
What the EMPP Provides
Under the EMPP, Immigration, Refugee and Citizenship Canada (IRCC) commits to the following, amongst others:
- Waiving application and biometric fees;
- Processing applications within 6 months;
- Covering medical exam costs through the Interim Federal Health Program;
- Providing access to the Immigration Loans Program; and,
- Offering the Canadian Orientation Abroad Programme for settlement and relocation support.
