The Provincial Nominee Program (PNP) provides Canadian provinces and territories the opportunity to impose their own criteria for skilled workers seeking permanent residency in Canada. This allows provinces and territories to select foreign skilled workers based on their skills, work experience, and ability to contribute to the local economy. Each province offers specific PNP streams, allowing them to target skilled workers, graduates, and entrepreneurs. Individuals who meet the province’s or territory’s criteria can apply for nomination and, if selected, will receive a provincial nomination, allowing them to apply for federal permanent residence.

Provincial Nominee Program

Who Can Apply for the Provincial Nominee Program (PNP)?

PNPs are designed for individuals who have the skills and experience needed to support a province’s economic growth. To be eligible for the PNP, the following criteria must be met:

  • Eligibility for a provincial or territorial PNP: an applicant must qualify for one of the PNP streams offered by a Canadian province or territory.
  • Provincial or territorial nomination: the province or territory must nominate an applicant based on their specific criteria.
  • Eligibility for one of three Express Entry programs: an applicant must be eligible for one of the Express Entry programs to apply for federal permanent residence. These programs are:
    • Federal Skilled Worker Program (FSWP)
    • Federal Skilled Trades Program (FSTP)
    • Canadian Experience Class (CEC)

If an individual meets these eligibility requirements, an application for the PNP through Express Entry may be an option to streamline the process for obtaining Canadian permanent residence.

Securing a Nomination – Express Entry

There are two ways to secure a nomination through an Express Entry PNP. These are:

  • Applying directly to the province or territory; or,
  • Updating an Express Entry profile to show interest in the PNP.

If a province or territory is interested in nominating an applicant, the nomination must be confirmed electronically by the applicant. Once an applicant accepts a nomination, they may receive an invitation to apply for permanent residency.

Securing a Nomination – Non-Express Entry

To apply for a nomination through a Non-Express Entry PNP, an applicant must apply directly under one of the province’s or territory’s non-Express Entry streams. These streams are designed for applicants who do not qualify for the Express Entry system, but still meet the criteria set by the province or territory. Upon successful nomination, applicants may apply for permanent residency.
