Canada’s Caregiver Pathway to Permanent Residence: What You Need to Know
Foreign nationals providing essential care to children, seniors, or people with high medical needs may qualify for a caregiver permanent residence program in Canada. These specialized immigration pathways recognize the crucial role caregivers play in Canadian society. If you have relevant work experience and meet the program requirements, you may be eligible to apply for permanent residence in Canada.
Canada’s Home Care Worker Immigration Pilot (HCWIP) Program
Caregivers can apply for permanent residence through Canada’s Home Care Worker Immigration Pilot (HCWIP) program, which is designed to make it easier for home care workers — whether in home support or child care — to become Canadian permanent residents while gaining flexibility regarding their work options.
There are two pilot programs:
- Home Care Worker Immigration Pilot: Child Care
- Home Care Worker Immigration Pilot: Home Support
Each pilot includes two application streams:
- Workers currently in Canada (now full)
- Applicants who are not yet working in Canada
Eligibility Requirements
You may be eligible to apply for Canadian permanent residence through these pilot programs if you meet the following criteria:
- Score a minimum of level 4 in English or French on the Canadian Language Benchmarks (CLB) or Niveaux de compétence linguistique canadiens (NCLC)
- Have the equivalent of a Canadian high school diploma, or higher
- Have at least 6 months of recent and relevant work experience, or a related caregiver training credential
- Have a full-time job offer from a private household or an organization that directly hires full-time workers to provide home care services within Canada, outside of Québec
