Understanding the Quebec Acceptance Certificate (CAQ) vs the Quebec Skilled Worker Program (QSWP)
Immigrating to Quebec involves unique requirements that differ from the rest of Canada. Three important terms you may come across are the Quebec Acceptance Certificate (CAQ) for work, the Quebec Acceptance Certificate (CAQ) for studies, and the Quebec Skilled Worker Program (QSWP). While they all play a crucial role in Quebec’s immigration system, they serve entirely different purposes and apply to different categories of immigrants.
What Is the Quebec Acceptance Certificate (CAQ)?
The Quebec Acceptance Certificate (CAQ) is a document issued by the Quebec government. It is required for:
- International students planning to study in Quebec for more than six months
- Temporary foreign workers applying for a Quebec-based work permit
Obtaining a CAQ for work or studies is a prerequisite before you can apply to Immigration, Refugees and Citizenship Canada (IRCC) for a study permit or work permit to reside temporarily in Quebec.
What Is the Quebec Skilled Worker Program (QSWP)?
The Quebec Skilled Worker Program (QSWP) is a permanent immigration pathway for skilled foreign nationals who want to live and work in Quebec. It is managed independently by Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), separate from Canada’s Express Entry system.
Successful candidates receive a Quebec Selection Certificate (CSQ), which allows them to apply for permanent residence through IRCC.
Quebec Acceptance Certificate (CAQ) vs Quebec Skilled Worker Program (QSWP): Key Differences
Category | CAQ | QSWP |
---|---|---|
Purpose | Temporary stay (study/work) | Permanent immigration |
Who Needs It? | Students and temporary workers in Quebec | Skilled workers applying for permanent residency |
Issuing Authority | Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) | MIFI |
Leads to Permanent Residence? | No | Yes |
Related Immigration Stream | Temporary Residence | Economic Immigration |
When Do You Need a CAQ?
If you’re planning to study in Quebec, you must first obtain a CAQ before applying for a Canadian study permit. Similarly, if you receive a job offer in Quebec and plan to work temporarily, you may also require a CAQ before applying for a work permit.
When Should You Consider the QSWP?
If you have skilled work experience, knowledge of French, and plan to settle in Quebec permanently, the QSWP may be your ideal path. Unlike Express Entry, the QSWP is paper-based and involves two steps: obtaining a CSQ from Quebec, and then applying to IRCC for permanent residency.
