What Is the Quebec Acceptance Certificate (CAQ)?
The Quebec Acceptance Certificate (CAQ) is a document issued by the Quebec government. It is required for:

- Temporary foreign workers applying for a Quebec-based work permit
Obtaining a CAQ for work or studies is a prerequisite before you can apply to Immigration, Refugees and Citizenship Canada (IRCC) for a study permit or work permit to reside temporarily in Quebec.
What Is the Quebec Skilled Worker Program (QSWP)?
The Quebec Skilled Worker Program (QSWP) is a permanent immigration pathway for skilled foreign nationals who want to live and work in Quebec. It is managed independently by Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), separate from Canada’s Express Entry system.
