Great news for caregivers! As of March 31, 2025, Canada’s Home Care Worker Immigration Pilots (HCWIP) for Child Care and Home Support are officially open. These new caregiver immigration programs provide a direct pathway to permanent residence (PR) for skilled home child care providers and home support workers.
What’s New with Canada’s Caregiver Immigration Pilot Program?
Canada’s caregiver programs have undergone significant transformations, making it easier and faster for qualified home child care and support workers to obtain Canadian permanent residency. These new pilot programs replace previous caregiver immigration pathways, offering a more efficient PR application process for qualified candidates.
Key Features of the New Caregiver Pilot Program
- Two Immigration Pilot Programs:
- Home Child Care Provider Class: For caregivers providing child care services.
- Home Support Worker Class: For those assisting seniors and individuals with medical needs.
- Two Immigration Streams:
- Applicants outside of Canada.
- Workers currently in Canada. At present, only individuals working in Canada may apply under these streams. To be eligible, individuals must have entered Canada legally on or before December 16, 2021, and lived in Canada continuously since then
- Job Offer Required: a valid, full-time, non-seasonal job offer in Canada as a home child care provider or home support worker is mandatory.
- Language Requirements: Applicants need to achieve a Level 4 on the Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) language tests.
- No LMIA Requirement: Employers do not need to complete a Labour Market Impact Assessment (LMIA), simplifying the hiring process.
- Education Requirements: Caregivers must have at least the equivalent of a Canadian high school diploma. An educational credential assessment (ECA) is required for foreign education verification.
